  1. 4C is not a good choice.

    1. There are better uses for 4C than as an ace ask on these sorts of auctions.

    2. Ace asking is not a good choice when you have a suit with two or more small cards (and not top honour) like north's clubs here.

    Having said that in basic standard methods with 16 hcp and no second suit north does not have a good choice of bids. The modern way to cater for this hand is to use some bid (usually 2NT) to show a game force hand with spade support. Its called Jacoby 2NT.
