One table opened 1S. 2S is much more descriptive. The principle behind responding to pre-empts is that raises are simply raising the pre-empt level and are non invitational. Here, because South is a passed hand it is highly likely they won't be able to bid and the hand will be passed out in 2S. In addition with 10hcp opposite say 7-8hcp, oppo may not have an easy bid over 2S and again the hand will be passed out.
