It is correct not to pre-empt with 2S as east - 10hcp and a poor suit. Some may choose to open 1S. West has a poorish X - length and hcp in oppo's suit, 2-2 in two of the other suits. Pass by west at first call is better, over which pard would bid 1S in balancing position. Pass at second call by west after pard has bid 2S is also best as X then NT shows a hand that was too strong to bid 1 NT so is showing 19 or so points.
At another table the bidding went p 1C X p 2S ap. There is little to choose between 1D and 1C as an opener, more partnership style. X is marginal, but better than the X over 1D.
