2C is a convention called Checkback Stayman, Pard shows what his majors are. In this case he doesn't have 3 card support for pard's suit or 4 in the other, but is max so bids 2 NT, instead of 2D (min). Partnerships sometime vary in their responses so wise to get system agreement.
