East has a good weak 2 opener in diamonds, but elected to pass.
West should open in ACOL 1C, the lower of 2 4 card suits. The bidding would then proceed something like 1C 1D; 1 NT 3 NT.
Opening 1H then over 2D 2 NT is the best response- This shows 15+ balancish and is GF. Unfortunately at another table this was passed. It is vital to understand which bids are forcing.
