West is a little light for 1c but has some good 10s. North shouldn't bid at all. East could probably raise to 3C. South competing to 3D is reasonable but it is a poor contract because of North's bid.
At another table, east raised to 3C with south overcalling 3H, west competed with 4C, which they are able to do given their pard's descriptive bid (and their KH looks better sitting over South's hearts).
