    North could open a weak two in diamonds. East could open a weak two in hearts (but probably shouldn't with such a weak suit and in second seat). However south should open 1C. 11 hcp and a six card suit headed by the AQ are plenty for an opening bid.

    We has the high card values for 3S 16-18 but with a bad suit and the short heart honours downgrading to 2S is ok I think.
