East has a highly hand. 2 voids are a rarity. The problem with opening at the 1 level with 7hcp and two voids is that pard with a good hand is likely to have a lot of wasted values but wont know this and bidding will end up too high, as above.
A 4H opening seems called for. "old-timers" taught that u shouldn't pre-empt with 4 cards in a major, but modern pre-emptors don't worry about such things.
3S as a rebid is also poor. 2S is forcing so no need to waste another level, if you want to bid spades - but a rebid of hearts seems called for, but there is no way of doing this hand justice after the opening 1 level bid.
Note that if 4 NT and 5 NT were Blackwood, then 5 NT shouldn't be bid as that implies all first round controls are held.

At another table the bidding went: 3H p 4H p 4 NT p 5H ap. When u pre-empt u are transferring the "captaincy" of the hand to pard to decide where to play it. If he elects to play 4H then that is sign off. Blackwood should not normally be used by hands containing a void as u cant tell whether pard has a wasted Ace or not. More so in this with two voids!
Open 4H with a hand like this. Vulnerable against not vulnerable it should show around 8-9 tricks and usually a weaker hand than opening 1H. That is exactly what you have.
