  1. In ACOL North should technically open 1D not 1C. 1C yields no suitable rebid as 1NT shows 15-17hcp. However, the hand has a 1NT feel about it so I would bend the shape rules a little bit and open 1NT.

    Over North's 1NT rebid, south has enough for game. Most partnerships play checkback stayman here, so 2C would ask if partner has either 4 hearts or 3 card spade support.

    East has a difficult opening lead. With an eleven count east should be thinking west has at most 3-4hcp, so safety first is seems to apply. Probably JC is safest.
