East has shown 10+ hcp with the 2C bid. West 3H jump rebid shows better than opening values (16+hcp). Therefore it is a GF (gameforce) as there are enough values for game. East has a difficult bid over 3H but pass isn't an option. Perhaps 4H, ugly as it seems!
At another table: p 2h p 2nt p 3h p 3nt ap If playing ACOL weak 2 openers then West is much too strong.
At another table: p 1h p 1nt 2c 4h ap East is far too strong for 1NT if playing ACOL. West doesn't have the playing tricks to bid 4H. They have 6 playing tricks. Partner won't be able to provide 4 tricks with 6-9hcp.

Again over 3H east can bid 3S to ask for a spade stopper. West will bid 4H.
DeleteI prefer 1H 1S 2C P; 4H!
I think this should show a hand with seven hearts and not much slam interest. (Although there is room for more detailed partnership discussion.)
