North is too pessimistic, 13hcp, good 6 card suit, KJ of partners rebiddable suit. Difficult in ACOL to know what is right, south could have 5 hearts and a good diamond stop, in which case 3NT could be right, or south could have 6-7 hearts and 4H could be the place to be.
