An overcall should be with a good 5 card suit. South has an overcall but it should be 2C. West's 1S is forcing so East should not pass it and bid 2D saying they have a good length in diamonds but minimum opener.
At another table: p 1d 2c 2s p 3d ap. Much better auction. West may have enough extra to try for game.
