North has a tailor made ACOL 1NT opener. 2H is a reverse showing a strong hand (which north doesn't have) and is a GF (game force) in this sequence (if partner had only bid at 1 level then it would be only a 1RF (one round force). South after the reverse should put their slam shoes on, only question is it small or grand. As South I would just bid 3C over 2H.
