As a general rule, a TOD (take out double) followed by a change of suit by the same player shows a strong hand and good suit. This means East has sufficient values to make a bid (probably bash 3NT?). However West has possibly got a better bid describing their hand in 2NT (15-18hcp and a strong stop in diamonds). This makes it easier for east to bid game. North shouldn't bid over the X. Don't try to find a better fit opposite a partner who has a weak one suiter hand.
At another table:p 1c p 1h 2d 2nt ap For 2NT West should have more than an opener thus East should find a bid, perhaps 3S.
At another table: 3d 4c p 4h ap With an effective double stop in diamonds West should try 3NT over the aggressive 3d pre-empt.

East bidding 3NT would be poor with no diamond stop. After a double and bid 3C the best bid is 3D from East to ASK west for a diamond stopper.
