  1. If playing ACOL, North has a 1NT opener. North has a minimum opener both with hcp and shape, therefore should pass on the 2nd round and not bid 3D. East however should have opened 1H on the 1st round.

    At another table: 1h p 2h 2s 3h 3s 4h p p 4s ap
    2S by North is very odd. A balanced 12hcp. No need to bid at all.

  2. Declarer should make 3H here, as DDA shows EW making 3H. There are 5 heart tricks and 4 club tricks, while the defence can only 3 spades and 1 diamond. Sometimes it may not be obvious. If it is a situation where u are unsure how DDA makes say 9 tricks whereas u made say only 8, there is a free software app called Bridge Captain that can help as u can play card by card. Too make it really easy u can download the pbn file on the nights hands from the Bridge NZ site, use the Bridge Captain pbn utility converter, and then select the hand u want to investigate - no need to manually input the cards for each hand at all.
    Note that sometimes the DDA play will not be normal, as it can "see" the singleton king whereas the more normal line will be to finesse the king rather than play for the drop
