1 NT is not high quality given the conc in points, however 1 NT is mildy pre-emptive and creates a lot more probs for oppo.
North's x needs partnership agreement. It could be a TOD of the suit(ie hearts), or it could be as here, a general pard agreement that x of artificial bids show that suit with overcall values.
This allows south to compete to 3D.

  1. Against a weak 1NT the standard for a double of Stayman or a Transfer is that it shows a hand that would have doubled 1NT - so about 15/16+ hcp. This is a much more useful way of getting partner into the auction earlier and finding your fit and deciding how high to bid.
