4c and 4d are cue bids. 5H says "how good are your hearts" which is better than RKCB here because of the void.
I am not convinced that 4C should be a cue-bid. I think it is needed for a hand too strong to overcall 2C. Although, there is a case that that hand might bid or try for 3NT.
