    Assuming 2C is an ACOL GF and 2H is a positive response, then there is no need for west to jump to 3NT. 2Nt would be fine, over which East can show his second suit with 3C which west can then raise to 4C, etc. After a positive response to 2C the partnership should be thinking "slam might be on here".
